Adult CILA Program The Goldie Floberg Center's CILA Program (Community Integrated Living Arrangement) provides a unique opportunity for individuals with developmental disabilities to experience a natural home setting with the security of 24-hour supervision/assistance. The CILA program is designed to provide hands on life experiences for clients in the areas of daily living including shopping, cooking, personal care, community access, finances, medication and greater independence. The CILA program offers living situations within the community. Clients live in apartments or homes within the Rockton, Loves Park, South Beloit, and Rockford areas. When selecting CILA locations, emphasis is placed on community safety, access to public transportation, potential for area growth and accessibility to area shopping and banking opportunities. Our homes and apartments are tailored to client needs, which may include first floor accommodations or wheelchair capabilities. The clients are encouraged to decorate their individual rooms as they choose and to share in the decision making with the decorating of the general areas of each home or apartment. Our clients are supervised by Direct Support Professionals. Direct Support Professionals work with Case Management staff (QMRP’s) to challenge each client to achieve the best of the their capability. Community integration is foremost in all experiences provided. All clients are offered continuous opportunities to experience all that the community has to offer and to meet new people. Joining community groups or organizations for greater input into community decisions is encouraged. Achieve new goals and experiencing a satisfying life for each person within our program is our ultimate desire. The people we serve are supervised and supervised by Direct Support Professionals. Our Direct Support Professionals go through a comprehensive pre-employment screening process that includes multiple criminal background checks, an interview and checking of a minimum of three references. Newly hired staff must then successfully complete our staff training program that consists of 40+ classroom hours and 80+ on-the-job training hours. The Center spends in excess of $150,000 annually on staff training and development. A combination of competitive wages and benefit package, opportunities for advancement, and a high quality working environment help the Center to maintain our extremely low direct care turnover rates. Our low turnover rate allows us to provide a high degree of consistency in care for the people that we serve. We provide a ratio of 1 DSP staff for every 2-4 adults that we serve.
